The reason is the blend. Whitchurch-Stouffville is supplied with Lake Ontario surface water combined with groundwater drawn from local wells, and the groundwater share here is heavy enough to dominate the result. Groundwater picks up dissolved minerals passing through sediment, and the Oak Ridges Moraine runs directly through this township — so the geology that makes the area what it is also determines what comes out of the tap.
The practical warning is specific. Advice, sizing and quotes written for "York Region" will be badly wrong at this address. A softener specified for 128 mg/L and installed on 318 mg/L water will regenerate constantly, consume salt at a rate the owner did not agree to, and still struggle to keep up. If a quote does not name your actual number, it was not written for your house.
Beyond the serviced town, much of the township is rural — Ballantrae, Musselman's Lake, Vandorf and the moraine land between them — where properties run on private wells and there is no regional figure at all. Those addresses need a lab sample before anyone specifies anything, because private groundwater here can carry iron and sulphur that the municipal system treats out before it ever reaches a serviced tap.
A metered softener on the main, sized to your actual hardness rather than to a regional average, and a reverse-osmosis unit under the kitchen sink if you want drinking-grade water at the tap. Municipal supply arrives treated, so iron removal is not usually part of it.
